The Public Higher Education Boards Database was designed and researched by
AGB in July and August 2008. The database currently contains information on every coordinating board, every board governing a four-year institution, every statewide two-year board, and a limited number of two-year governing boards in the U.S.The database aims to be the most comprehensive and up-to-date source on the composition, structure, and appointment methods of public governing boards. AGB researched state constitutions, state codes, and university charters to obtain the information for the database. University charters and board bylaws were utilized in rare cases when information from state codes or constitutions was incomplete. Where used, these sources are included in the notes. We also consulted the most recent database on the website of the Education Commission of the States, “State Profiles -- Postsecondary Governance Structures Database,” as well as the last hardcopy edition of State Postsecondary Education Structures Sourcebook produced by ECS in 1997. Those two reports go into greater depth on roles and responsibilities of state higher education agencies and make nice companion pieces to the AGB database. However, it was the desire to develop and provide a source of information with several elements of board composition and structure not currently available from another source that led us to create this database; and AGB is the logical home for it.
